A Charter to form Club de los Mondonguieros Reno was issued by its parent organization – Club de los Mondongueros Panama – on 31 August 1984, and was signed by Mario De Diego, then the Grand Dictator.

The Charter designated Luis H. Moreno, Jr. as the agent for the parent club, to travel to Reno and formally present the Charter  to Clarence Crawford, the first Dictator for Club de los Mondongueros Reno.
